Hong Kong Wants to Bring Back Factory Jobs That Left Long Ago

After decades overseeing the outsourcing of electronics production to low-cost destinations in China and Southeast Asia, Roberto Leone has chosen an unlikely location for his latest manufacturing venture: one of Asia’s most expensive cities, Hong Kong. Nirotech Ltd., the company Leone co-founded, has been pumping out 30,000 video door intercoms a month since December from the district of Yuen Long, near the border with mainland China.

雙循環｜國際形勢劇變 中國戰略調整　香港「山雨欲來風滿樓」

作為中國最國際化的開放高地，在當前國際環境危機四伏下，香港不但無法獨善其身，而且早就「腹背受敵」。全國人大會議早前正式通過邁向現代化藍圖的《中華人民共和國國民經濟和社會發展第十四個五年規劃和2035年遠景目標綱要》（下稱《十四五規劃》），當中確定了「雙循環」戰略，以應對世界百年未有之大變局的複雜挑戰。於內地而言，雙循環戰略已毫無疑問成為中長期主軸；但對香港來說，雙循環卻依然是個問號。

最近，新疆的棉花成為國際重要議題，使平凡的棉花，再度引起關注。若論單一商品，今天的棉花，遠不若芯片、石油或黃金那麼受人重視。然而，大多數經濟體由農業邁向工業，初期都以紡織業為主，而作為農產品的棉花，是紡織業的主要原材料，也可以說是經濟發展由農業到工業的橋樑。不單如此，棉花及其有關的紡織業，數百年來均與全球政經發展緊密地交織一起。這裏就棉花對全球經濟發展作幾方面簡單的回顧。

新冠肺炎大流行引發的經濟衰退年內揮之不去，為抗疫紓困，特區政府曾推出多輪措施，金額超過3000億元，包括失業支援計劃、保就業計劃及中小企融資擔保計劃，並提出立法改⾰建議，允許財困公司在得到主要債權⼈同意下，透過法庭以外的「臨時監管」（provisional supervision）和「企業拯救」（corporate rescue）以促使公司重整。

香港大學香港經濟及商業策略研究所亞太經濟合作研項目發表高頻宏觀經濟預測，預期本港今年第二季實質GDP將回復按年增長4.9%，並預期今年全年經濟增長3.5%至4.5%。

政府統計處最近發表最新勞動人口統計數字，失業率升至7.2%，就業不足率亦升至4%。雖然失業率仍未達沙士最高水平（當時失業率一度達到8.5%），但新冠肺炎對香港經濟的打擊有過之而無不及，所以這次失業率上升的趨勢，似乎仍然未見頂。
