The Story of Hong Kong’s Ride-Hailing Services: Then and Now

香港網約車的前世今生

在香港這座人口密集的國際大都市,街頭流動的紅、綠、藍色計程車曾是城市活力的象徵。 然而,近年來,的士服務質素參差不齊、司機老齡化、拒載繞路頻發等問題日益凸顯,促使社會重新審視傳統出行模式的可持續性。 2025年10月,隨著《道路交通(修訂)(網約車服務)條例》正式刊憲,香港交通運輸生態迎來了歷史性轉折:網約車服務於2014年通過Uber等平臺進入香港市場,11年後終於獲得了合法地位,標誌著這座城市正式邁入的士與網約車共存互補的新時代。

的士行業的結構性困境

香港的士行業長期面臨著雙重結構性矛盾,制約著其服務品質與發展活力。 首先,供給剛性導致供需失衡。 根據運輸署數據,香港目前約有18,163輛的士登記在冊,這一數量自1994年以來幾乎未曾調整。 固定的牌照數量難以適應高峰時段和偏遠地區的彈性需求,乘客在特定時空下「一車難求」成為常態。 其次,信息不對稱加劇服務落差。 傳統揚手招車模式缺乏雙向評價機制,乘客無法事前甄別司機服務水準,事後投訴管道也相對繁瑣。 2023年,交通諮詢委員會接獲1.14萬余宗的士投訴,較疫情前增加11%,但最終僅有3.4% 的案件成功檢控。 這種資訊不透明助長了拒載、議價、繞路等道德風險,形成「劣幣驅逐良幣」的惡性循環。

網約車的創新價值與制度突破

2025年,關鍵性法案《2025年道路交通(修訂)(網約車服務)條例》獲立法會通過,並於2025年10月24日刊憲。 此條例確立了平臺、車輛、司機三方發牌的規管框架。 預計首批持牌網約車平臺可於2026年第四季度內開始營運。

面對傳統業態的結構性困境,網約車以其技術創新與模式創新,為香港出行市場注入了新的活力:動態定價與智慧匹配優化資源配置。 網約車平臺通過演算法派單顯著降低了司機與乘客的搜索與等待成本,提高了匹配效率。 其動態定價機制有效調節了市場供需平衡,在高峰時段和需求密集區域通過價格信號吸引更多司機上線服務,緩解了「打車難」問題。 同時雙向評價與服務品質提升。 網約車建立的雙向評價體系形成了有效的聲譽約束機制,促使司機減少繞路 (Liu et al. 2021)、改善服務態度。 同時,電子支付的普及避免了現金找零的糾紛,提升了交易便利性與透明度。 Uber香港表示,其服務十年間已累計接待360萬香港乘客,完成1億次旅程。

共融發展:的士行業的現代化轉型

過去十年,高價購買的士牌照的香港的士司機多次通過慢駛、罷駛威脅、集會請願及醞釀法律訴訟等方式,表達對「白牌」網約車對的士行業衝擊的擔憂。 而香港的士與網約車的博弈,並非孤例。 從巴黎街頭焚燒輪胎的抗議人潮,到倫敦的士司機封鎖白金漢宮前道路的示威,全球多地在網約車初興時,均經歷政策滯後與傳統行業的激烈抵制。 這一過程,恰恰揭示了新舊業態融合的必然陣痛,也為香港探索「平臺整合的士」的共存模式提供了啟示。

事實上,平臺整合的士業務正成為提升服務品質的有效路徑。 有研究 (Ming et al. 2025) 表明,將傳統的士納入網約平臺,能為使用者帶來可觀的邊際福利:通過弱化司機與乘客的時空錯配,既提高了司機的載客效率,也降低了乘客的候車時間。 此舉既緩解了的士司機對網約車平臺的抵觸情緒,同時解決了香港傳統的士支付方式單一的難題。

總的來看,網約車與的士並非簡單的你死我活的關係。 兩者更可能是一種互補共存的模式:的士保留其街頭載客、使用專用網站等傳統優勢,而網約車則通過共享經濟模式釋放運力,共同為市民提供多元化的出行選擇。
