Hong Kong Leans into Yuan Bond Boom but Faces a Long-Run Test

Hong Kong’s Chief Executive John Lee said last Wednesday while delivering the 2026 Policy Address that the city would launch an index for offshore yuan debt issuance, betting that a benchmark can boost trading. The Hong Kong government also said in its five-year plan that it will promote regular issuance of dim sum securities (offshore yuan-dominated debt) , support building an offshore yuan yield curve and broaden the usage of the notes as collateral.
